A jury of neighbours could decide the fate of their next door nuisance in a crackdown on anti-social behaviour proposed by Southwark Council.
Citizen juries, made up of local people, would confront problem tenants about the impact of their behaviour and tell the council what they think their punishment should be.
First set up as glorified focus groups under Gordon Brown, Southwark Council would be one of the first in the UK to use citizen juries to tackle noisy neighbours.
