a quarter of London (us) has no access to the tube network. One of the three modes of public transport is missing, with obvious consequences for traffic, which is also confined to a few ancient routes, one of which, the main A2 is now almost useless due to the perennial problem of Blackheath.
The congestion charge was meant to subsidise public transport, but in our neck of ther woods, there are only two modes of public transport to subsidise.
So in theory, drivers in the south east are being conned out of a third of their charge, and south east London in general is subsidising the improvement of transport systems which we don't even have to be able to improve.
Bojo couldn't be expected to understand this injustice.
