Sixty-five potential locations for over 40,000 homes, infrastructure, schools and businesses have been earmarked by the council.
The New Southwark Plan (NSP) was discussed on Tuesday at a meeting of Southwark Council’s cabinet members.
Highlights include suggestions to reopen Camberwell Railway Station, a new Chambers Wharf shopping destination in Bermondsey, and housing schemes above the Morrisons and 332-334 Walworth Road.
Writing ahead of the meeting, the cabinet member for regeneration and new homes, councillor Mark Williams, said the council had an “ambitious target” to deliver 41,040 new homes.
“All areas of Southwark will contribute towards meeting our housing challenge,” Cllr Williams said.
He added that there is a vision to “strengthen and grow” the local economy and create jobs by providing new commercial space for small, medium and large businesses.
The NSP is broken up into twelve “Area Visions”, each containing specific planning policies on “scale” “design” and “capacity” for each area to help developments “integrate into their surroundings”.
The twelve areas are: Bankside and Borough; Bermondsey; Blackfriars Road; Camberwell; Dulwich; East Dulwich; Elephant and Castle; Herne Hill; London Bridge; Peckham; Rotherhithe; Walworth. Nunhead is the only place where no new developments are specifically mentioned.
The entire NSP will now go to public consultation, before the final stage of being rubber stamped by a government planning inspector.
Homes, schools, and more homes… Here are some key proposals picked from the NSP:
Bermondsey
- 1,500 homes for the former Peek Freans biscuit factory on land north of Clements road and a primary school for 600 pupils
- Chambers Wharf to include a destination along the Thames Path with a “high quality open space” beside the Thames; a community hall, new homes and new shops
Blackfriars Road
- 489 homes at the site of Ludgate House & Sampson House with a 200-space underground car park, gym, shops and office space
Camberwell
- Plans to work with TfL towards reopening Camberwell Station on the west side of Camberwell Station Road. “The station area would be transformed into a vibrant cluster of small and medium-sized businesses,” making “intensive use” of the railway arches
- New homes on the Butterfly Walk Shopping Centre and Morrisons car park, with an indication that a hotel would be an “acceptable use”
- Care housing and new homes suggested for Medlar Street bus garage, so long as the garage is retained
Dulwich
- New Charter School and health centre on the former Dulwich Community Hospital
- The vacant Grove Tavern to become a new care home, if a new pub, restaurant, or business doesn’t move in
- Up to 118 homes built on the Guys and St Thomas Trust Rehabilitation Centre site, with the requirement that a health facility of “at least” the current size is retained
Elephant and Castle
- 421 homes in 39-storey Skipton House Development – given planning approval
- 979 homes in Elephant and Castle Shopping Centre and London College of Communication redevelopment – plans yet to be submitted by developer Delancey
- An indication of 347 homes, shops and a health centre at the ‘Newington Triangle’ between Newington Causeway and Borough Road, currently the site of Mercato Metropolitano
Peckham
- The Aylesham Centre Shopping Centre, car park and Bus Garage look set to be redeveloped by Tiger Developments. Plans application expected to be submitted later this year
- The multi-storey car park and Peckhamplex area is mentioned for 82 homes “comprehensive mixed-use redevelopment” included in “taller buildings”, but with 50 per cent of the site reserved as small business workspace
Rotherhithe
- Already-announced Canada Water Area Action Plan proposals with new leisure centre and King’s College University campus,
- St Olav’s Business Park in Lower Road to become new public realm, with potential for 73 homes, while retaining 50 per cent of the site as business space
- A new town centre on the Surrey Quays Shopping Centre that extends onto the Harmsworth Quays site. The development could combine shopping, civic, education, leisure, business and residential uses and car park
Walworth
- There is “scope” for homes to be built on the Walworth Road Morrisons and car park, but the supermarket “must” be retained. A rear walkway is proposed to link Carter Place and Penrose Street
- A square of land occupied by The Gym and shops in Walworth Road could have homes built above it
- A mention that the Aylesbury Estate, once completed, will provide 4,000 homes with community facilities and street network improvements.

Most of this is just fantasy . The idea of turning Southwark into one big estate for money lauderers to park their dirty money and a token amount of affordable homes. They have not even consulted the people who own most of these properties like Butterfly Walk and the Police Station building in Camberwell . Just raise the lot and put up towers . Thanks Southwark . I hope all your Councillors are doing well out of it because it just stinks
