The council is pushing ahead with plans to turn garages beneath a housing block into shops, despite local opposition.
Plans have been drawn up to convert garages beneath Perronet House, in Elephant and Castle, into eleven shops and a café.
The council has said priority will be given to the traders who will have to move out of the nearby shopping centre while it is redeveloped.
However, residents in the area have previously said they believe the traders deserve better quality.
They also added that those living in Perronet House desperately needed the garages as storage space.
